Yes. As of November 2026, Oakland offers permit-ready, pre-approved ADU plans in three sizes: a studio, a one-bedroom and a two-bedroom. The city says they bring faster approval and reduced permit fees. They still need a site-specific application, and both Planning and Building permits.
How do you use them?
- Check your zone on the zoning map and review the zoning criteria checklist.
- Prepare a site plan showing existing structures, easements, utilities and the proposed unit.
- Submit the zoning worksheet with the plan through the Online Permit Center.
- Follow with the building permit for the same site.

What does pre-approval cover?
The standard design and its building code compliance. It does not approve a particular property: separation from the main house, creek areas, high-fire areas within the S-9 zone and change-of-occupancy rules are still checked for your lot.
When is a custom plan better?
On narrow, sloped or oddly shaped lots, or when you want a layout the three designs do not offer.
